When typing a city name in the location field while adding a job, there are times where I can't add a city because its name is part of another city name.
For example, if I have added the location "Something-CityA", I cannot add "CityA" as another location as it autocompletes to "Something-CityA".
Where I am from, it is common to have the name of a city be part of the name of another city, so it would be great if the button to create a new location is still there when typing a name which is in another one.
The bug was caused by the Create action being rendered through cmdk CommandEmpty, which disappears whenever an existing option matches by substring. The fix keeps a Create command item visible for non-exact matches while preserving exact-match selection, with regression coverage for Something-CityA and CityA.
