What does this PR do?

This PR adds a new row to the Plugins table in packages/web/src/content/docs/ecosystem.mdx for the opencode-decision-mode plugin.
The plugin allows OpenCode users to delegate bulk yes/no, choice, and score-based judgments directly on their project data to a decision model (such as Jev), which is a much more cost-efficient alternative to using a standard generative chat model for these types of tasks. Since this plugin is now publicly available, listing it in the community ecosystem docs will make it discoverable for other OpenCode users looking for this functionality.

How did you verify your code works?

• Verified that the new table row aligns with the existing Markdown table formatting, column alignment, and syntax in ecosystem.mdx.
