Webhook requests fail due to SSL Certificate validation error #14482

problem

In 4.23 the webhook configured with HTTPS website fails, it works fine in 4.22.1.0

The steps to reproduce the bug

run executeWebhookDelivery payloadurl=https://httpbin.org/post sslverification=true payload='{"test":"hello"}' for example or configure webhook with an HTTPS endpoint

What to do about it?

webhook should work fine.
