Add oops-agent to Development Engineering

Adds oops-agent to Development Engineering (English and Chinese README).

What it is: a Claude Code plugin that lets you undo changes Claude makes to your files, including changes from Bash and PowerShell commands (rm, mv, sed -i, scripts), which Claude Code's /rewind doesn't track (docs).

• PreToolUse/PostToolUse hooks snapshot files before and after every edit and shell command
• Local web UI: timeline of every step, line-by-line diffs, restore a whole step or a single file
• Content-addressed store outside the project, automatic cleanup after 30 days
• Zero dependencies, fully local, MIT licensed, CI on Windows/macOS/Linux
