Should W3's full-stop half become a rule of its own? #787
W3 (the writer's divisions are respected) reads two signals: a comma around an East Asian name, and an edge full stop such a listing carries (田中. 太郎, 김민준씨.). Its Signal line is comma + edge full stop, which makes it the only split candidate the rules README's grep lists.
Both halves are tolerated input, so splitting changes no reading; the question is whether the period half is clearer as its own rule, citing W3 for the comma.
