fix(core): stop the bots at once on shutdown - #272

Stopping a bot only set a flag that the sync loop read after its 30-second wait for the homeserver returned. The container runtime's stop timeout is shorter, so most bots were killed before they closed their connections. `stop()` now ends the wait at once; work already under way finishes first.
