Accessibility Issue & Regression: Home & End keys on the Numpad do not work. #5221

Describe the bug

My first PC was an XT class machine -- and I kind of built up a muscle memory that I've used my whole adult life -- I run with Num-lock off - using the Home and End keys on the numpad. -- (It's to the point where I can't even purchase a laptop if it doesn't have a numpad because it messes with my muscle memory too much! -- so this is an accessibility issue for me!)

I use GitHub Copilot every day, and in PREVIOUS builds this worked -- but suddenly -- in the last few days (maybe the last week?) -- Home and End on the Numpad (with Num-lock off) no longer work in GitHub Copilot CLI on ANY machine I've tested.

(It continues to work everywhere else, e.g. notepad, command-line, this browser window, etc. -- just no longer in GHCP CLI.)

Steps to reproduce the behavior

1. Turn off Num-Lock.
2. Enter the text "Sphinx of Black Quartz Judge my vow."
3. Press Home on the numpad (7)
4. Notice that the cursor does not move to the beginning of the line properly.

Expected behavior

The Home and End keys on the Numpad should behave identically to the Home and End keys above the cursor arrows when Num-Lock is off.
