[Temporary] Snapshot assisted approval SDK bindings

Context

The assisted approval instructions contract merged in github/copilot-agent-runtime#27026 at runtime commit 6b57fdd1ad3582c814b7fefa3c2d6cc564e27377. The paired github-app integration needs the generated SDK surface before the next normal release snapshot reaches github/copilot-sdk/main.

Change

• Imports all generated SDK files changed by the merged runtime contract byte-for-byte; no generated projection was hand-edited.
• Adds the deterministic build inputs reconstructed from the current 1.0.100-1 public snapshot so github-app can consume this PR through its full-snapshot sdk_pr workflow without requiring an unreleased cli-* tag.
• Keeps the current published CLI pin unchanged.

The source-faithful Rust API preserves the legacy PermissionsConfigureParams shape. Assisted approval instructions are exposed through PermissionsConfigureOptions::assisted_approval_instructions(...) and configure_with_options(...).

Validation

• Runtime pnpm run check:sdk-generation passed for all six projections at 6b57fdd1ad3582c814b7fefa3c2d6cc564e27377.
• All eight generated files changed by the runtime PR match that commit byte-for-byte.
• cargo check --no-default-features --features local-runtime passed for the Rust SDK.
• github-app's scripts/sync-copilot-sdk.sh diff accepted this checkout as a full snapshot and returned ordinary drift (1), not a fatal source mismatch.

Lifecycle

Temporary escape hatch for the paired github-app integration. Keep this PR open for the app's sdk_pr input; it is expected to be superseded by the next normal SDK release snapshot rather than merged.
