[fp-enhancer] Improve pkg/actionpins

Overview

Processed the first eligible package, pkg/actionpins, because the round-robin cache interface was unavailable in this environment.

Changes

• Removed the package-level mutable GHES artifact pin map and replaced it with a pure switch-based lookup.
• Simplified latest-pin retrieval to return the already-validated first element directly.

These changes reduce shared mutable state while preserving the existing API and behavior.

Validation

• go test ./pkg/actionpins passes.
• git diff --check passes.
• make fmt formatted Go successfully, but its JavaScript phase could not run because actions/setup/js/node_modules/.bin/prettier is absent.
• The pre-existing untracked .codex/ directory was not included.

Round-robin state

Cache update could not be performed because no cache_get/cache_set tools are available. The next eligible package after pkg/actionpins is pkg/agentdrain.
