Refresh Copilot and Gemini CLI pins, upgrade Copilot and Codex SDKs, explicitly pin the Codex integration runtime, and regenerate workflow locks. Refresh gh-aw setup actions and dispatcher templates, regenerate all workflow locks, and retain existing engine and skill pins. Preserve immutable firewall images using the official release digests and check compiler/image consistency in regression coverage. Upgrade available stable agentic engines and align SDK/CLI integration versions without selecting nightly releases or committing packages unavailable through the approved npm feeds. Upgrade gh-aw to its latest prerelease, v0.92.5, and preserve existing integration behavior under the new compiler.

Refresh setup actions, supporting workflows, instruction templates, action locks, and all 15 compiled workflow locks.tools.bash: false: the new compiler enables the native shell by default. Engine upgrades remain partial: approved npm feeds return 404 for Codex CLI/SDK 0.163.0, Gemini CLI 0.64.0, Pi 1.3.0, and DeepSeek CLI/SDK 0.2.1-rc.2. Pi remains at 1.2.0 and DeepSeek at 0.2.0-rc.2 rather than committing unresolved upgrades.
Local full dependency restoration is blocked by unavailable existing Pi 1.2.0 tarballs, including pi-telemetry. Full dependency restoration, typechecking, and the test suite succeed in GitHub CI.
