Adds the LangChain for LLM Application Development course scaffold (
courses/langchain/) and its materials. It holds no generated spec:spec.mdis the template stub, the same shape as #71.course_6, rendered by/ingest-course-repointomaterials/notebooks/from-repo/langchain-context.md. 6 notebooks, 301 cells, nohelper.py. The site's notebooks.mdwas skipped on purpose, because it repeats the repo content.An earlier push of this PR also carried a generated spec. I removed it: its audit repairs made decisions instead of consistency fixes. The spec will come in a separate PR from a clean-room regeneration on guide 5caba53.
