chore(ui): keep space rail controls visible in short windows - #976

Bound the shell grid row to the window height so the rail can no longer grow past the screen and push the bottom controls out of view. The rail tagline now fills the remaining space above the AI button and truncates with an ellipsis instead of overflowing.
