Perform clang-format and eslint on full existing codebase #1146

It is cumbersome to do incremental development that touches existing files that have improper format while the linter checks we have attempts to validate formatting on the incremental changes. We should perform a cleanup PR to format all the code, so the next linting runs will be smoother.
