Possibly this is another workflow that doesn't work (without tweaks) on the ubuntu-slim runners.

I ran a modified version of the workflow in my fork and can reproduce the failure you're seeing. Changing ubuntu-slim to ubuntu-latest no longer failed, I couldn't test the whole workflow in the fork though, but it seems you were on the right track with your thoughts!

Thanks for investigating. Sounds good enough to me -- opened #62140.

ubuntu-24.04 has libicu installed. This is not included in ubuntu-slim.
