Unclosed link in Test Runner docs #62154

Description of the problem
There’s a link that isn’t closed, so all text on the page is underlined and clickable after the link’s opening tag.

This issue is related with https://github.com/nodejs/nodejs.org (website) not Node.js runtime repo

That does apply to most of the pages on the site, but not to the API docs under /docs, which are generated from the /doc/api documentation files in Node.js core.

This relates to #62100 and it seems it may already have been fixed, although it is not yet published.
