• Superseded: the [finding] Fire-open has no specified machine reading for the adjudication tier fuse — scheduled triage rounds skip proxy-adjudication every time, while manual sessions pass via get_session #12706 ruling moves the triage seat off the scheduled-Routine transport entirely.
• Cost: leaving it enabled double-fires triage rounds alongside the self-timed direct session — the mutex four-readings serialize correctness either way, but every extra fire burns a probe round for nothing.
• Reliability history: the scheduled shape had a measured dead window (2026-08-26 18:05Z → ~12h zero fires) and cannot machine-read its own serving tier.
