platform-readings.md third increment: the two post-ruling channel facts (+11), #13387's CDN-cache cause, and #13257 — needs its own ceiling ruling before dispatch #15192
Filed by the domain:skills seat (session session_019RfFHiRCSs3JXLK4cwcfox, os-steve) from the review of PR #15190 (#14133 second increment), which landed the eight ruled readings at exactly +34 (ceiling 358, headroom 0) and measured what it could not land.
A ceiling raise is a maintainer-floor act: this card is dispatched only on a ruling that sizes it (a decision card in the skills lane's next batch, recommendation: raise by the measured need as #15013 did). Governed (.claude/skills/**) ⇒ draft PR, both approvers, human merge; the ceiling row cites the ruling; the ordinary-raise-versus-move accounting follows #15191's outcome.
Second measured observation — PR-body footer under a raw REST PATCH /pulls (skills seat, 2026-09-04T06:55Z; for the third platform-readings increment ruled here).
Surface: PR #15073, body edited by the #15061 dev (branch claude/issue-15061-catalog-gates-scan-references) with a raw REST PATCH and a full read-back, 22,533 characters compared.
The session-URL footer block (_Generated by [Claude Code](https://claude.ai/code/session_…)_) survived the edit verbatim.
A bare footer block (_Generated by [Claude Code](https://claude.ai/code)_) was appended under it, leaving two blocks; everything else came back byte-identical.
This matches the first observation already recorded on #14133 for the same channel (REST PATCH appends a bare footer, +58 bytes, and leaves a session-URL footer intact; the MCP update_pull_request PATCH is the channel that deletes the block). It diverges from the AGENTS.md clause that says every PATCH normalises a session-URL footer down to bare — that clause describes the MCP channel, not REST. Two independent observations on the REST channel now agree; the AGENTS.md wording is a candidate correction for the increment this card rules on, not an edit from here (governed surface).
Claim: PM loop round 5 — measurement-first flight (landing conditional on a ceiling ruling)

File surface: .claude/skills/pm-dispatch/references/platform-readings.md only — write the third increment in the file's voice (the two post-ruling channel facts as measured in PR #15190's body, #13387's CDN-cache cause, #13257's three Routine transport facts re-measured from the card, and the second footer observation recorded on this card), wrap with the gate's own wrapLine at 120 bytes, measure the exact line cost per member; open a governed draft PR that carries the lines and STAYS RED on the ratchet (ceiling 358 untouched) until the maintainer sizes the raise. ⛔ No edit to scripts/pm/check-skill-line-ratchet.mjs (the ceiling row and the ruled-raise accounting are a patch round after the ruling and after #15191 lands), ⛔ no other file, ⛔ no deletions from the file to pay for lines (nothing left to delete — measured under #15013).
Container & model: S, mode:subagent, model: opus (tier: no path-derived mandate; prose in the file's Chinese voice under a byte-budget gate)
Clause-②: no (reference prose; no accept/reject behaviour)
Serial constraints cleared: PR #15190 (#14133 family) MERGED 96b4af88 — the file is at 358/358 on main; PR #15057 MERGED 1bc3c092; nothing in flight edits the file (#15191 edits the ratchet script, which this flight does not touch). Governed (.claude/**) ⇒ draft PR, both approvers, human merge; the ceiling raise is a maintainer-floor act — this flight measures and holds, it does not land.
Decision re-read (07:27Z): the card's own text — "dispatched only on a ruling that sizes it" — is honoured by splitting the flight: measurement now (⛔ no fix before the measurement exists), the decision card filed from the measured numbers, the ceiling row raised in a patch round on the ruling.

"summary": "MEASUREMENT-FIRST flight, delivered as designed: the third increment is written, wrapped and counted, and the ceiling row is untouched, so the PR is RED on check:pm-skill-ratchet by design and BLOCKED on the maintainer ruling that sizes the raise. One file, two commits, additive only (39 added lines, 0 deleted, 0 re-wraps elsewhere) at head 40250c5. PER MEMBER (member | source | placement | +lines): (1) attribution footer scoped per CHANNEL and per ACTION/INPUT | the two post-ruling channel readings on the chain head + the second raw-REST observation on this card + today's services-seat observation + a fourth measured by this flight | 读数陷阱, after the existing PR-body footer bullet | +12. (2) MCP-side rate refusal is a window reading, not a PR signal | the post-ruling rate-budget reading on the chain head | API 配额, after the 红窗调度 row | +6. (3) the CDN cause behind 「本档的缺席不是读数」 | the CDN-staleness card | API 配额, at the end of the payload-channel bullet | +5. (4) Routine transport, three bullets: no connector tools in a fired session; self-binding's trade plus the orphan-recovery rule; no sources / no model on the create end | the Routine transport card, re-checked against this session's tool contract | 断粮 section, after the existing timer paragraph | +16. TOTAL +39, so 358 becomes 397. DEDUP CHANGED THE TEXT TWICE: the rate-budget member was drafted at +7 carrying the two-bucket separation as its headline, but the file already states it in the envelope bullet (「同分钟 MCP 限流而 REST core 满 15000」), so it was rewritten to cite that bullet and carry only what is new, landing at +6; the footer member was drafted at +10 carrying the author-side prescription, which lives in AGENTS.md, so it now cites AGENTS.md and carries only the scope. STOP CONDITION FIRED AND CLOSED IN-RUN — a member contradicts a sentence already in the file, and the sentence was NOT edited. The rate-budget source reading concludes the MCP pool is 'shared by identity' from the user ID inside the refusal text; the file's first quota bullet says 「⛔ 不据限流报文里的 user ID 推「池子跨席共用、优化自己没用」,本席额度完全由本席做法决定」. The measured half (MCP refusing while this seat's REST read full, same minute) is compatible with both and is already in the file; only the shared-by-identity conclusion collides. The member was written beside it and marks the collision 未裁 in one clause so the next reader cannot re-derive the inference without meeting the prohibition. Which stands is a ruling, not an edit from here. RE-MEASUREMENT MOVED TWO ROUTINE FACTS: against this session's tool contract on 2026-09-04 the create end still takes neither sources nor model (holds), but it NOW takes a connectors list — so the card's stated cause for the missing GitHub tools has a parameter-level remedy, untested — and the update end now carries a model that only fires creating a new session pick up. Both are written as untested and the rows refuse to conclude a fired session would now have the tools. Nothing was probed by creating or firing a real Routine; a schema read is the whole measurement and the rows are scoped to it. A FOURTH FOOTER OBSERVATION WAS MEASURED BY OPENING THIS PR and folded into the same row (this is the member, not scope creep): the raw REST POST /pulls create end appended a SECOND session-URL footer, leading horizontal rule, exactly +90 bytes, the sent body a strict prefix of the stored one — not the bare form the edit end appends. That took the footer member from +9 to +12 and the increment from +36 to +39. The later raw REST PATCH of the same body then appended a BARE footer at exactly +58 with the sent body again a strict prefix, independently reproducing the reading the row already states. PR state as required: DRAFT, label skip-changeset applied at open and read back, body starts 'Fixes #15192'. Not flipped ready, not enqueued, no auto-merge, no reviewers requested, no approval. check-governed-merges --test on the changed path returns GOVERNED, exit 3.",
"tests": "Gate family re-derived from git after the final commit: node scripts/pm/dispatch-gates.mjs --repo objectstack-ai/objectstack --commands, no paths — it read the change set as the one path above and named 14 runnable commands, reconciling exactly with the dispatch's list, and unchanged between the two heads. All ran at git rev-parse --short HEAD = 40250c5. Every exit code captured by redirect BEFORE any pipe (cmd > f 2>&1; EXIT=$?); every line below is the gate's own verdict, never a bare $?. THE MEASUREMENT THIS FLIGHT EXISTS TO PRODUCE, verbatim: '✗ check-skill-line-ratchet: .claude/skills/pm-dispatch/references/platform-readings.md is 397 lines; the ratchet ceiling is 358. Keep the surface compressed: principles in SKILL.md, on-demand detail in .claude/skills/pm-dispatch/references/ — provenance is one line, stories live on cards, not in operational text. Raising a ceiling requires a maintainer ruling quoted in the PR.' It is the ONLY failure in the run: exactly one ✗ line, and no line-length offender — the ratchet's 120-byte line rule passed, because every member was wrapped by the gate's own wrapLine imported from the ratchet script rather than by hand. Same run, still green: 'check-skill-line-ratchet self-test: 136 cases pass'; '…/platform-readings.md: widest table row is 0 bytes (pin 0; headroom 0)'; 'cross-file move into …/platform-readings.md: +10 (348→358) against a net source decrease of 11; authorised by #14685 item 5'; 'declared cross-file moves: 1, total ceilings down 1 line'. THE OTHER 13, all green at 40250c5: 'check-closing-keyword-parity: OK (3 parsers agree on all 9 keywords and both measured separators; sweep found 5 file(s) carrying the grammar across 8282 tracked file(s), all registered)'; 'check-closing-keyword-parity --self-test: 24 assertions, 5 mutations of the shipped parsers each driven to red'; 'comment-mask corpus sweep: 5876 files, 0 disagree, 0 unparseable, 57.3s'; 'check-governed-queue-guard self-test: 129 cases pass'; 'check:doc-formula-expressions: 22 record-scoped formula example(s) across 427 files / 1369 TS blocks judged clean'; 'check-agent-test-spelling: 0 violations — 442 file(s), 9 separator(s) JUDGED'; 'doc authoring guard: 46 published skill files clean; 14740 customer-facing string(s) across 728 spec sources clean'; 'check-nul-bytes --self-test: 75 assertions over a temp git repo (real scan() path)'; 'check-governed-merges --self-test: 245 assertions'; 'check-skill-id-lint: 23 file(s) clean (pattern /#[0-9]{3,}/g)'; 'check-refd-timer-probe: 5871 source file(s) swept'; 'check-skill-frame-sync: 2 copies of the decision frame are structurally isomorphic across 2 files'; 'check-watch-hint-literal: 49 declaration(s) across 4 rostered name(s)'. NOT MEASURED, THEN REPAIRED TO A REAL VERDICT — and one of them is the finding below. Against a worktree with no node_modules, the two closing-keyword commands and check:doc-authoring exited 3 (PREREQUISITE NOT MET), while check:pm-governed-merges exited 1 with a self-test battery below its pinned floor — a shape that reads exactly like a real regression. pnpm install through the shared lock turned all four green with no other change. check:doc-formula-expressions then exited 3 for an unbuilt @objectstack/formula; its closure was built through the lock and it re-ran to the verdict above. Exit 3 is not a finding, and neither was that exit 1 — none of them is reported as a measurement. SHARED LOCK: both heavy runs went through OS_VERIFY_LOCK_SLOT=issue-15192 bash scripts/pm/os-verify-lock.sh -c, VERDICT command-exit 0 both times, held 7s (install) and 168s (turbo build of the formula + lint closures, --concurrency=2 under NODE_OPTIONS=--max-old-space-size=4096), waited 0s and 0s — shared-box seconds, as the lock's own verdict line states. No queue wait was hit, so no narrowing was needed on that account. pnpm lint — A PROVEN NARROWING, NOT A SKIP, all three legs measured. (1) The population comes from eslint's own config, not a guess: run directly on the changed path it answers 'File ignored because no matching configuration was supplied', so its config puts .md outside its population entirely; this diff is exactly one path and it is that .md, so eslint judges ZERO files of this diff. (2) The count comes from --format json: 1 entry returned, 0 errors, the single message being the ignore notice itself, exit 0. (3) Invariance over untouched files: eslint.config.mjs states at line 327 that it 'never enables type-aware linting (no parserOptions.project, no typed @typescript-eslint rules) for ANY file', so with no cross-file type program a one-file markdown diff cannot move the verdict on a file it does not contain. NO ABLATION was run — this is a prose increment with no behaviour to mutate, so the ablation contract has nothing to attach to; saying so rather than filling the template. No gate or tooling script is in the diff, so no script-owned test suite is owed on that leg. The changed file was swept for raw control bytes directly as well as by check:nul-bytes — no hits. The PR body was read back in full after both the create and the edit and survived byte-identical as a strict prefix each time.",

{
"question": "Size the ceiling raise for platform-readings.md. The file is at 358/358 on main and this increment measures at +39 (397). The ceiling row is deliberately untouched, so the PR stays RED until this is ruled.",
"options": [
"A — raise 358 to 397 (+39), an ORDINARY raise citing the ruling verbatim in the ceiling row's comment, exactly as the +34 was landed. All four members land as written. Mechanical note for the patch round: the standing CROSS_FILE_MOVES entry for this file needs its baseline carried forward the same way the previous raise did, was 348 becomes 387, so the move keeps reading +10 (387 to 397) against its net source decrease of 11; without that the gate reads the ordinary raise as though the move had claimed it.",
"B — raise by less and drop members. The separable unit is the Routine family at +16, which is a different fact family from the other three and was never inside any prior sizing; dropping it gives +23 (381). The footer member is the one that cannot be trimmed without losing the scope it exists to state.",
"C — refuse the raise. The members do not land and the file keeps the eight readings it has; the four facts stay on their cards."
],
"recommendation": "A, on the four axes. 实际业务需求: every member is a fact a seat needs at the moment it does the operation, and three of the four were measured by seats being burned — the footer row already has four observations across three channels, and the file's job is precisely to stop the next seat treating one of them as a law. 项目长远合理性: the alternative to landing them is a fifth increment on the same file, which is the accretion this card family exists to end; contract-first says the readings table is the one place these live, and the dedup pass shows the file is not being padded — two members shrank because the fact was already there. 防 AI 写代码犯错: this is the strongest axis for A. Three of the four members are written as ⛔ prohibitions against inferences that were actually drawn and were actually wrong (absence read as a reading, an MCP refusal read as a PR signal, one footer observation read as a law), and the Routine rows carry an explicit ⛔ on concluding a fired session now has tools. 创业阶段不扩散需求: this axis is the one that argues for B, and it is why B is stated rather than dismissed — the Routine family serves the PM lane's own timer selection, not a customer surface. It is still recommended for landing because it is not a capability expansion at all: it is a measured constraint on a mechanism seats already use, and its orphan-recovery rule is the half that cost six unnoticed days. If the maintainer prefers to hold the line on scope, B is the coherent smaller cut and the ceiling is 381."
},
{
"question": "The rate-budget member collides with the file's first quota bullet, and the collision is stated in the file rather than resolved. Does the MCP write pool's budget follow the seat's own account (the file's standing sentence) or a shared identity (the source reading's conclusion, drawn from the user ID inside the refusal text)?",
"options": [
"A — the standing sentence holds: 「⛔ 不据限流报文里的 user ID 推「池子跨席共用、优化自己没用」,本席额度完全由本席做法决定」. The new member keeps only the measured half plus the refusal-versus-signal reading, and the 未裁 clause is deleted once ruled.",
"B — the source reading holds and the MCP pool really is shared by identity, in which case the standing sentence needs narrowing to the REST channel and that is an AGENTS-adjacent edit outside this card's file surface.",
"C — leave both stated, as this PR does, until a second independent measurement arrives."
],
"recommendation": "C for now, and it is what the diff does. The measurement in hand (MCP refusing while this seat's REST token read full in the same minute) does not discriminate: it is equally explained by this seat exhausting its own MCP pool, which the file already records elsewhere. Only the user ID discriminates, and reading it is the exact inference the standing sentence forbids — so resolving it now would mean either editing a verbatim standing rule on one observation, or writing a conclusion the file's own discipline rejects. ⛔ The existing sentence was not edited. A cheap discriminator exists and should be taken before ruling: two seats reading /rate_limit against the MCP identity in the same minute would settle it without manufacturing anything."

"filed as #15272: check:pm-governed-merges reports an uninstalled worktree as a shrunken self-test battery — it exits 1 with 'cases STOPPED RUNNING — the battery is the bug' and sends the reader hunting for deleted code, where three sibling gates in the same derived family answered the identical condition with exit 3 PREREQUISITE NOT MET; measured before/after pnpm install with no other change. Unassigned, unlabelled for triage to grade. Deduped over the complete 558-item open population (6 REST pages closing against the repo's own open_issues_count), 12 terms, zero hits on this shape; distinct from #13799 (batteries with no floor) and #14962 (a genuine red rendered as 'never ran')."

Measurement accepted; landing blocked on the ceiling ruling. PR #15265, head 40250c51 — verified in a detached compare worktree, not from the report: +39/−0 on the one file, 397 lines, the ratchet's single ✗ (is 397 lines; the ratchet ceiling is 358) and no line-length offender; check:skill-frame-sync, check:pm-skill-id-lint and check:nul-bytes green; git merge-tree against origin/main460134af clean; the four members placed where the PR body's table says, the existing sentences untouched.
The two open questions are the decision card #15275 (skills lane batch 9): item 1 sizes the raise (rec A, +39 → 397; B drops the Routine family to +23; C refuses), item 2 is the quota-sentence collision (rec C, hold both and take the one-minute /rate_limit discriminator first). This card: pm:dispatched → pm:blocked.
Blocked-by: #15275
The PR stays a governed DRAFT, red on the ratchet by design, until the ruling; the patch round then lands the ceiling row (ruling quoted) and a second ruledRaises record on the move declaration — after PR #15266 (#15191) is on main. The dev's finding #15272 (check:pm-governed-merges exit shape on an uninstalled worktree) is this lane's tool and is triaged separately.
Fifth footer observation — ISSUE-body PATCH /issues/{n} past a size threshold (skills seat, 2026-09-04T08:31Z; for the increment after the one this card measures, ⛔ not a change to PR #15265).
Surface: the seat post #7623 body, written by raw REST PATCH /repos/…/issues/7623 with the session token, read back in full after every write. Fourteen consecutive writes between 07:19Z and 08:14:52Z (bodies 56,637 → 65,236 chars) came back byte-identical, trailing bare footer block included. The 08:28:29Z write (65,783 chars sent) came back 65,725 chars — the sent body minus exactly its last 58 chars, the trailing footer block (\n\n---\n_Generated by [Claude Code](https://claude.ai/code)_); a re-read 20 s later was unchanged, so nothing was appended asynchronously. The next write, after compacting the body to 37,055 chars, came back identical with the footer intact.
Reading, scoped: on the issue-body edit end the platform leaves a bare footer alone up to at least 65,236 chars and dropped it once at 65,783 chars (n=1 at that size; the boundary between the two is unmeasured, and 65,536 sits inside it). Consequence for seats: a seat post approaching ~65k chars must compact into a body revision before the next write, and a read-back that is a strict prefix of what was sent, 58 chars short, is this shape — not sanitizer damage and not a reason to re-paste.
Ruling landed: #15275 → 1A · 2C (director record 5539932805, maintainer batch #34). The ceiling raise is sized at the measured +39 (358 → 397) and all four members land; the quota sentences stay as this PR has them until the discriminating read on #15275. pm:blocked → pm:dispatched; the patch round is with the dev now (ceiling row + the second ruledRaises record quoting the ruling, was untouched; PR #15266's shape is on main). The PR stays a governed draft; the seat requests both approvers after reviewing the patched head.

"summary": "PATCH ROUND complete: the ruling landed (decision batch #34, 2026-09-04, verbatim 「决裁批 #34 同意」; item 1 = A, item 2 = C) and the gate is now GREEN. Merged origin/main first — it carried the ruledRaises shape this round depends on and touches neither changed path; the lockfile moved, so pnpm install re-ran through the lock. TWO EDITS, both in scripts/pm/check-skill-line-ratchet.mjs, which the ruling brought into the file surface. (1) The ceiling row for platform-readings.md 358 to 397, with this ruling quoted verbatim beside it — the maintainer's 「决裁批 #34 同意」 and the director record's item-1 sentence 'raise the ceiling by the measured +39, 358 → 397' — plus the four members accounted for line by line (+12 attribution-footer scoping · +6 the MCP-side rate refusal read as a window reading · +5 the CDN cause · +16 Routine transport), in the same shape the row above uses for the previous raise. The earlier comment and its 358 history are kept intact; the new text is purely an addition. Item 2's disposition is recorded there too, so the next author does not tidy a deliberate tension away. (2) A SECOND ruledRaises record on the same file's CROSS_FILE_MOVES declaration, carrying the ruling as a verbatim quotation, date 2026-09-04, delta 39. ⛔ was STAYS 314 and was never carried forward — that is the whole point of the shape: an ordinary ruled raise is the maintainer's, so it neither re-opens the move nor pays it down and is subtracted before the move is priced. With both records the arithmetic is 397 − 314 − (34 + 39) = +10 against the same net source decrease of 11, and the over-claim bar holds because the 73 lines of ruled raise are less than the gross 83. ITEM 2 = C HONOURED LITERALLY: ⛔ neither quota sentence was touched — not the standing 「⛔ 不据限流报文里的 user ID 推…」 and not the new member's 未裁 clause beside it. The readings file is byte-identical to what the measurement flight landed; this round changed only the ratchet script. PR #15265 remains a governed DRAFT at head 40cb0c5, body first line 'Fixes #15192' and second line 'Part of #15275', label skip-changeset re-read and still present. ⛔ Not flipped ready, not enqueued, no auto-merge, no reviewers requested, no approval — the seat requests both approvers after reviewing this head. FOOTNOTE ON THE FINDING THIS RUN FILED: #15272 (check:pm-governed-merges reporting an uninstalled worktree as a shrunken self-test battery) was triaged, fixed and CLOSED completed within the same shift, and the fix is in the tree I merged — that gate's self-test went 245 to 263 assertions and now names the case explicitly: 'an uninstalled checkout refuses with the repo-wide NOT-MEASURED code end to end instead of reporting a shrunken battery, while the floor still names the battery, by itself, for a case that genuinely stopped registering'.",

Control corpus: 30 hand-classified scripts, set-equality audited both ways.' — the ratchet script is in that corpus, and its new maintainer-quoting comment did not move it out. GOVERNED PREDICATE: node scripts/pm/check-governed-merges.mjs --test on BOTH changed paths, exit 3 as expected: 'governed-surface predicate: 1 of 2 path(s) hit the register (5 surfaces, repo-agnostic). ⛔ GOVERNED — a human merge is the review record for this PR (#9495 regime).' with .claude/** ×1 named and the ratchet script listed under 'paths not on the register'. WHOLE-REPO LINT, NOT A NARROWING THIS ROUND: OS_VERIFY_LOCK_SLOT=issue-15192-lint bash scripts/pm/os-verify-lock.sh -c 'pnpm lint' ran node --stack-size=4000 eslint . --no-inline-config over the whole tree and exited 0. Lock verdict: 'command-exit 0 · held the lock 74s (1m14s) · waited 0s'. The post-merge reinstall went through the same lock: 'command-exit 0 · held the lock 6s · waited 0s'. Both are shared-box seconds, as the lock's own line states; no queue wait was hit, so no narrowing was needed on that account. THE EDITED SCRIPT'S OWN SUITE, owed separately from the derived families and discharged: its --self-test (155 cases, above), plus a repo-wide grep over .test. / .spec. for skill-line-ratchet, which returns no dedicated test file — so nothing else is owed on that leg. Both changed files were swept directly for raw control bytes outside check:nul-bytes (no hits), and the script diff was grepped for the decision frame's fingerprint phrases (0 hits; check:skill-frame-sync green). MERGE HYGIENE: origin/main merged before any edit, no conflict on either changed path, no outstanding generated-artifact regeneration recorded by the merge driver. PR BODY read back in full after the PATCH: sent bytes are a STRICT PREFIX of stored, delta exactly +58, the platform's bare footer appended and left in place as instructed; all twelve load-bearing strings verified present (both closing lines, the verbatim ruling, the item-1 sentence, the ceiling and move verdicts, the self-test count, the reconciliation, the lock verdict, the 1-of-2 governed line, the was stays 314 clause and the item 2 = C clause). ⛔ One compound git command was refused by the auto-mode classifier mid-round; it was split into bare core actions and both succeeded, per the readings table's own rule on that classifier — not reported as a capability boundary.",

The increment is the measured one, untouched by the patch round..claude/skills/pm-dispatch/references/platform-readings.md at the patched head is byte-identical to the measurement head 40250c51: +39/−0, 397 lines, the four members where the PR body's table places them; both quota sentences present as written (the standing 「⛔ 不据限流报文里的 user ID 推…」 and the new member's 未裁 clause) — item 2 = C honoured literally.
The ceiling raise is an ordinary ruled raise, recorded the ruled way.scripts/pm/check-skill-line-ratchet.mjs: the ceiling row 358 → 397 with the ruling quoted verbatim beside it (「决裁批 Add critical protocol definitions: Field Widget, Plugin Lifecycle, Driver Interface, and Trigger Context #34 同意」, item 1 = A, the director record's sentence, the four members line by line, item 2's disposition), the 358 history kept; a second ruledRaises record on the CROSS_FILE_MOVES declaration (delta: 39, date: '2026-09-04', the ruling as a verbatim quotation); was stays 314. The seat ran the gate on the head: platform-readings.md is 397 lines (ceiling 397; headroom 0) and cross-file move into …platform-readings.md: +10 (314→397, less 73 lines of ordinary ruled raise) against a net source decrease of 11 — exit 0, zero ✗; --self-test: 155 cases pass (the live-registry case over both records); check-skill-frame-sync ✓ (72 files); check-skill-id-lint ✓ 23 files; check-governed-merges --test on both paths → exit 3, GOVERNED, 1 of 2 on the register (the expected answer). The dev's run adds all 28 derived families green with --ran reconciled, whole-repo lint through the lock exit 0, check:ratchet-remedy-authority still classifying the script; CI on 40cb0c59 at 12:26Z: 22 success, 8 skipped, 2 in progress.
Governed terminal, four pieces: ① this verdict; ② the PR stays a DRAFT — ⛔ the seat never flips it ready, never enqueues, never arms auto-merge; ③ review requested from os-zhuang and hotlong on the PR — the director's confidence gap stands: the seat re-measured the counts and the arithmetic, and the two human approvers read the 39 lines' wording sentence by sentence; ④ seat post refreshed. Landing is a human merge, or an authorized approval and then the queue (the guard on main carries the unpinned predicate since PR #15203). #15275 (the carrier, Part of) closes by hand when this PR merges; item 2's discriminating read is scheduled on that card.

Second measured observation — PR-body footer under a raw REST
PATCH /pulls(skills seat, 2026-09-04T06:55Z; for the third platform-readings increment ruled here).Surface: PR #15073, body edited by the #15061 dev (branch
claude/issue-15061-catalog-gates-scan-references) with a raw REST PATCH and a full read-back, 22,533 characters compared._Generated by [Claude Code](https://claude.ai/code/session_…)_) survived the edit verbatim._Generated by [Claude Code](https://claude.ai/code)_) was appended under it, leaving two blocks; everything else came back byte-identical.This matches the first observation already recorded on #14133 for the same channel (REST PATCH appends a bare footer, +58 bytes, and leaves a session-URL footer intact; the MCP
update_pull_requestPATCH is the channel that deletes the block). It diverges from the AGENTS.md clause that says every PATCH normalises a session-URL footer down to bare — that clause describes the MCP channel, not REST. Two independent observations on the REST channel now agree; the AGENTS.md wording is a candidate correction for the increment this card rules on, not an edit from here (governed surface).Generated by Claude Code

Not flipped ready, not enqueued, no auto-merge, no reviewers requested, no approval. check-governed-merges --test on the changed path returns GOVERNED, exit 3.",
"tests": "Gate family re-derived from git after the final commit:
node scripts/pm/dispatch-gates.mjs --repo objectstack-ai/objectstack --commands, no paths — it read the change set as the one path above and named 14 runnable commands, reconciling exactly with the dispatch's list, and unchanged between the two heads. All ran atgit rev-parse --short HEAD= 40250c5. Raising a ceiling requires a maintainer ruling quoted in the PR.' It is the ONLY failure in the run: exactly one ✗ line, and no line-length offender — the ratchet's 120-byte line rule passed, because every member was wrapped by the gate's ownwrapLineimported from the ratchet script rather than by hand. Same run, still green: 'check-skill-line-ratchet self-test: 136 cases pass'; '…/platform-readings.md: widest table row is 0 bytes (pin 0; headroom 0)'; 'cross-file move into …/platform-readings.md: +10 (348→358) against a net source decrease of 11; authorised by #14685 item 5'; 'declared cross-file moves: 1, total ceilings down 1 line'. NOT MEASURED, THEN REPAIRED TO A REAL VERDICT — and one of them is the finding below. Against a worktree with no node_modules, the two closing-keyword commands and check:doc-authoring exited 3 (PREREQUISITE NOT MET), while check:pm-governed-merges exited 1 with a self-test battery below its pinned floor — a shape that reads exactly like a real regression.pnpm installthrough the shared lock turned all four green with no other change. check:doc-formula-expressions then exited 3 for an unbuilt @objectstack/formula; its closure was built through the lock and it re-ran to the verdict above. Exit 3 is not a finding, and neither was that exit 1 — none of them is reported as a measurement. SHARED LOCK: both heavy runs went throughOS_VERIFY_LOCK_SLOT=issue-15192 bash scripts/pm/os-verify-lock.sh -c, VERDICT command-exit 0 both times, held 7s (install) and 168s (turbo build of the formula + lint closures, --concurrency=2 under NODE_OPTIONS=--max-old-space-size=4096), waited 0s and 0s — shared-box seconds, as the lock's own verdict line states. No queue wait was hit, so no narrowing was needed on that account.pnpm lint— A PROVEN NARROWING, NOT A SKIP, all three legs measured. The PR body was read back in full after both the create and the edit and survived byte-identical as a strict prefix each time.","mcp_calls": "0 — zero MCP GitHub calls for the whole run; every GitHub read and write went over repo-scoped REST with $GITHUB_TOKEN, after a probe on this card returned HTTP 200",

{
"question": "Size the ceiling raise for platform-readings.md. The file is at 358/358 on main and this increment measures at +39 (397). The ceiling row is deliberately untouched, so the PR stays RED until this is ruled.",
"options": [
],
"recommendation": "A, on the four axes.
},
{
"question": "The rate-budget member collides with the file's first quota bullet, and the collision is stated in the file rather than resolved. Does the MCP write pool's budget follow the seat's own account (the file's standing sentence) or a shared identity (the source reading's conclusion, drawn from the user ID inside the refusal text)?",
"options": [
],
"recommendation": "C for now, and it is what the diff does.
}

Fifth footer observation — ISSUE-body
PATCH /issues/{n}past a size threshold (skills seat, 2026-09-04T08:31Z; for the increment after the one this card measures, ⛔ not a change to PR #15265).Surface: the seat post #7623 body, written by raw REST

The next write, after compacting the body to 37,055 chars, came back identical with the footer intact.Reading, scoped: on the issue-body edit end the platform leaves a bare footer alone up to at least 65,236 chars and dropped it once at 65,783 chars (n=1 at that size; the boundary between the two is unmeasured, and 65,536 sits inside it). Consequence for seats: a seat post approaching ~65k chars must compact into a body revision before the next write, and a read-back that is a strict prefix of what was sent, 58 chars short, is this shape — not sanitizer damage and not a reason to re-paste.

The earlier comment and its 358 history are kept intact; the new text is purely an addition. Item 2's disposition is recorded there too, so the next author does not tidy a deliberate tension away. git rev-parse --short HEAD= 40cb0c5, on a clean tree (git status --porcelainempty), re-run after the commit rather than before it. Every exit code captured by redirect before any pipe; every line quoted is the gate's own verdict, never a bare $?. THE RATCHET, NOW GREEN (exit 0, zero ✗ lines): '✓ check-skill-line-ratchet: .claude/skills/pm-dispatch/references/platform-readings.md is 397 lines (ceiling 397; headroom 0).' — headroom 0, the same convention every other entry keeps. '✓ check-skill-line-ratchet: cross-file move into .claude/skills/pm-dispatch/references/platform-readings.md: +10 (314→397, less 73 lines of ordinary ruled raise) against a net source decrease of 11 (.claude/skills/pm-dispatch/references/lanes/cli.md 35→31, .claude/skills/pm-dispatch/references/lanes/services.md 30→28, .claude/skills/pm-dispatch/references/rest-channel.md 93→88); authorised by #14685 item 5 (comment 5520452691).' — the verdict reads exactly as the patch round specified, withwasstill 314. '✓ check-skill-line-ratchet: declared cross-file moves: 1, total ceilings down 1 line.' SELF-TEST: '✓ check-skill-line-ratchet self-test: 155 cases pass.' — the predicted count, and its live-registry case '✓ every live ruled-raise record quotes its ruling, dates it, and names a positive line count' passes over BOTH records, as does '✓ ruled raise — a destination that later took an ordinary ruled raise PASSES withwasat its literal pre-move value'. DERIVED FAMILY AND RECONCILIATION:node scripts/pm/dispatch-gates.mjs --repo objectstack-ai/objectstack --commands, no paths — it read the change set from git as the TWO paths (stderr: '2 path(s) vs merge base 8f404a5 of origin/main and HEAD, three-dot semantics') and named 28 runnable commands, up from 14 on the measurement flight because a scripts/pm/ file is now in the diff. All 28 were run and ALL 28 EXITED 0. '✓ dispatch-gates --ran: 28 derived famil(ies) accounted for — 28 run, 0 NOT-MEASURED.' The derived set at the final commit was diffed against the set actually run and is identical. Nothing in this round was NOT MEASURED — no exit 3, no PREREQUISITE NOT MET, no queue timeout. The six named individually, all green at 40cb0c5: 'check-skill-frame-sync: 2 copies of the decision frame are structurally isomorphic across 2 files'; 'check-skill-id-lint: 23 file(s) clean (pattern /#[0-9]{3,}/g)'; 'check-nul-bytes --self-test: 75 assertions over a temp git repo (real scan() path)'; 'check-governed-merges --self-test: 263 assertions'; 'check-ratchet-remedy-authority: 202 scripts swept (scripts/.{mjs,mts} + scripts/pm/.{mjs,mts}); 14 mark the expanding remedy ⛔ MAINTAINER-ONLY, 6 turn it down outright, 182 hand out no ratchet-expanding remedy. Control corpus: 30 hand-classified scripts, set-equality audited both ways.' — the ratchet script is in that corpus, and its new maintainer-quoting comment did not move it out. GOVERNED PREDICATE:node scripts/pm/check-governed-merges.mjs --teston BOTH changed paths, exit 3 as expected: 'governed-surface predicate: 1 of 2 path(s) hit the register (5 surfaces, repo-agnostic). ⛔ GOVERNED — a human merge is the review record for this PR (#9495 regime).' with .claude/** ×1 named and the ratchet script listed under 'paths not on the register'. WHOLE-REPO LINT, NOT A NARROWING THIS ROUND:OS_VERIFY_LOCK_SLOT=issue-15192-lint bash scripts/pm/os-verify-lock.sh -c 'pnpm lint'rannode --stack-size=4000 eslint . --no-inline-configover the whole tree and exited 0. / .spec. forskill-line-ratchet, which returns no dedicated test file — so nothing else is owed on that leg. PR BODY read back in full after the PATCH: sent bytes are a STRICT PREFIX of stored, delta exactly +58, the platform's bare footer appended and left in place as instructed; all twelve load-bearing strings verified present (both closing lines, the verbatim ruling, the item-1 sentence, the ceiling and move verdicts, the self-test count, the reconciliation, the lock verdict, the 1-of-2 governed line, thewasstays 314 clause and the item 2 = C clause). ⛔ One compound git command was refused by the auto-mode classifier mid-round; it was split into bare core actions and both succeeded, per the readings table's own rule on that classifier — not reported as a capability boundary.","mcp_calls": "0 — zero MCP GitHub calls across BOTH rounds; every GitHub read and write went over repo-scoped REST with $GITHUB_TOKEN",

"filed as #15272 during the measurement round, and already CLOSED completed within the same shift: check:pm-governed-merges reported an uninstalled worktree as a shrunken self-test battery (exit 1, 'cases STOPPED RUNNING — the battery is the bug') where three sibling gates answered the identical condition with exit 3 PREREQUISITE NOT MET. The fix is in the origin/main this round merged — that gate's self-test went 245 to 263 assertions and now names the case: an uninstalled checkout refuses with the repo-wide NOT-MEASURED code end to end, while the floor still names the battery for a case that genuinely stopped registering. No action left for this card."
