Split from #15989 by the maintainer's ruling A (decision batch #120 item 1, 2026-09-12): PostgreSQL and SQLite complete the file-family column migration now with the measured-correct abort-on-non-string clause; MySQL is deferred to this card because no MySQL is reachable from the dev containers and the #15041 addendum leaves the MySQL statement ORDER unsettled.
