[finding] A gate carried only by a PR label is not durable: needs:contract-review was stripped from #9235 twice inside 40 minutes, with no push in between #9251

Description

@os-project-manager

Observation, recorded from a live measurement rather than reasoning. Unassigned, no domain label — for triage to grade.

What was measured, on PR #9235 (head c44f4f29f, unchanged throughout)

time (UTC) reading
~05:17 PM seat applies needs:contract-review; read back: present, six labels
05:31:36 PR updated_at moves; no new head sha, no push
~06:50 labels read again: documentation, size/xl, protocol:data, tests, tooling — the gate label is gone
~06:51 re-applied; read back present again

The Auto Label job in the two workflow runs inside that window (31997494079 @ 05:19:21, 31998201873 @ 05:31:39) both concluded skipped, and the second one started after the 05:31:36 mutation — so the CI labeler is not the obvious culprit. Check Changeset re-ran at 05:19:23 and 05:31:42, which is the signature of pull_request: edited events, i.e. the PR body was edited twice after creation. The actor that removed the label is not identified here — naming it needs the timeline, and this card should not guess:

GET /repos/objectstack-ai/objectstack/issues/9235/timeline?per_page=100
  → filter events to labeled / unlabeled, print `event | label | actor | created_at`

Why this is worth a line now, when #5649 already closed

#5649 measured exactly this clobbering in both directions and named two landing points. PR #5683 closed it by fixing the CI side (the two label-writing jobs no longer run concurrently and no longer retrigger on label events). Its first landing point — that a client applying one label must use add semantics (POST /issues/{n}/labels) rather than whole-set replacement — was left as a constraint on the instruction face, not a mechanism. Every agent seat writing labels through the MCP issue_write labels field is still performing a whole-set PUT: it sends the set it read, so any label applied by anyone else between that read and that write is erased. Nothing detects it.

What changed since #5649 is the cost. Back then the clobbered label was skip-changeset, and the failure was loud: a gate went red and someone re-applied it. The label vocabulary has since grown a carrier whose whole purpose is to withhold permission — needs:contract-review — and that one fails silently and in the unsafe direction. A PR whose gate label has been erased does not look blocked; it looks clear. The only reason this instance was caught is that the seat happened to re-read the labels during a routine in-flight sweep, an hour after applying them.

Disposition, for whoever picks this up

Two independent readings, and they are not alternatives:

  1. Write semantics. Whether a single-label apply can be expressed as an add rather than a whole-set replacement from the tools the seats actually use. If it cannot, the constraint cannot live on the instruction face — a rule that every writer must re-read-then-write correctly is the class of rule this repo keeps proving is not mechanically holdable.
  2. Carrier choice. Whether a permission-withholding gate should depend on a label at all. A label is mutable by any writer and its absence is indistinguishable from "never applied". Candidates worth measuring against each other: draft status (an explicit human/agent action to flip, and it is what actually blocked fix(spec): enforce the list-comparand rule at the shared compile face, so a scalar in/nin cannot reach a driver #9235 while the label was missing), a required check that fails while the review is outstanding, or a check that reads a marker no whole-set write can erase.

Reference: #5649 (the measurement and its two landing points), PR #5683 (the CI half, merged). This card is filed as a recurrence with new evidence rather than a reopen: the symptom returned on a path #5683 did not claim to cover, and the cost of the symptom has changed since that card was graded.

Correction — this card's headline measurement was wrong, and the error is mine.

The 05:31:36 removal of needs:contract-review from #9235 was not a clobber. It was the contract-review seat (the skills seat acting in the transition period) clearing the label as its release action, one minute after posting a full "通过,未发现缺陷" verdict on the PR at 05:31:27. That verdict was a PR comment. At 06:50 I read only the PR's label set and the issue's comments, concluded the label had been stripped, re-applied it — re-blocking a PR that had been legitimately released — and filed this card with that reading as its first measurement. The reviewer corrected the record on #9235 at 07:27.

What that does and does not do to this card:

So the disposition list stands, with its second item now better specified: whatever carries a permission-withholding gate should make its release an event with an actor and a reason, rather than the absence of a label — which is unreadable in both directions.

Triage (skills-lane self-triage) + maintainer ruling recorded (2026-08-18, PM chat, skills seat session session_01Rn7aaamsR99FXRqLcpL99q): promoted to pm:queue with a narrowed scope.

The seat proposed two paths, quoted as put to the maintainer:

    短期把该标签的写法硬化为 read-modify-write + 回读;中期把闸门迁到 PR review 的 Request Changes 上(GitHub 原生、不怕标签互吞、approve 即解除)

Maintainer's replies, verbatim: 「同意」, then the refinement: 「中期把闸门迁到 PR review 的 Request Changes 上 我觉得没必要」

Resolved scope: short-term hardening ONLY — the carrier stays the needs:contract-review label; no migration to a PR-review-based gate. The fix is skill-text: make every write touching a gate-carrying label a mandatory hard step of read-modify-write (fetch current set, add/remove only the intended label, write the merged set) plus write-after-read verification, so a concurrent whole-set PUT from another seat cannot silently strip the gate. Option 2 of the card body (carrier replacement) is closed by this ruling — do not reopen it in the implementing PR.

Queue position: joins the pm-dispatch/SKILL.md serial family (hard same-file serial); dispatches at fable (clause ① path mandate) when a batch slot frees.

ACCEPT — PR #9479, reviewer of record: skills seat, session session_01Rn7aaamsR99FXRqLcpL99q.

Verified against GitHub: single file .claude/skills/pm-dispatch/SKILL.md, +3/−3, net zero (ratchet 682/682, headroom 0 — paid for exactly). Two edits, both surgical: ① the state-model label bullet upgrades "标签写恒读回" to the mandatory four-step read-modify-write with read-back, names gate-carrying labels in both directions, and states the operative fact (a stripped gate is a silent release, indistinguishable from never-applied); ② the review-chain bullet records the carrier ruling verbatim (「中期把闸门迁到 PR review 的 Request Changes 上 我觉得没必要」) and closes Option 2 without leaving a door open. Scope matches the narrowed ruling precisely — nothing implemented beyond it.

Gate readings from the report spot-checked: ratchet, id-lint, doc-authoring, frame-sync, formula-expressions, nul-bytes all green at 39310dc21. The ADR maintainer approval check is red by design — it is the human-review gate reporting this PR's true state; the only legitimate green is a maintainer approval.

⛔ Accepted, NOT landed — skills root, ADR-class: PR stays draft, awaiting the maintainer. Round report carries this under "awaiting a human merge". Follow-on effect: the SKILL.md hot-file serial queue stays occupied until #9479 merges — #9038/#9200 hold behind it.
