Fixes #20957
Clause-②: no

What

Retires the fleet one-tooling-slot rule from the pm-dispatch skill and states, in the two lines that gate a lane's p2/p3 tooling cards on its open P0/P1, that "open" means undispatched. The take-order (execution-duties.md 取卡全序 / 标签序) is now the only sequencing of tooling cards; a P0/P1 already in development holds no card back.

Maintainer ruling — three messages to the domain:skills seat on 2026-09-30, verbatim (the card body carries them too):

  1. 「spec工具卡的全舰队名额仍被 [finding] Console Pin Gate first runs in the merge queue for a spec change that moves what the console bundles, and it is not required, so a red there merges (PR #20695: main red for about 2 h) #20765 占着, 车道p0p1 是应该优先,但p0p1已经在开发中时,不应该卡住其他卡的派发,这个应该立卡优化」
  2. 「或者简单点,直接撤掉这个规矩,只要优先派高优先级的卡片就可以」
  3. 「这个应该是 skills卡片吧?你可以直接派发处理」

Edits — three skill files at net 0 lines each, plus one comment in scripts/pm

  • .claude/skills/pm-dispatch/references/execution-duties.md
    • :22 deleted whole: 「舰队至多一张 tooling 卡带 pm:dispatched,第二张等;带 Unblocks: 者继承产品级不计数。」 Its inheritance half already has two other homes (item 3 below), so nothing of it is kept.
    • :45 unchanged; the freed line is spent directly under it: 「开放 = 未派发(无 pm:dispatched、无 assignee);在飞的 P0/P1 不挡任何候选,只余取卡全序。」 — a reading of NORTH-STAR rule 3's 开放, not a change to it; the 取卡全序 / 标签序 lines that follow are the only sequencing left.
    • Why a line of its own rather than the in-line rewrite the card sketched: check:pm-skill-ratchet also budgets every non-table line at 120 bytes (MAX_LINE_BYTES), and :45 is already 111 bytes; the new line is 113.
  • .claude/skills/pm-dispatch/references/triage-duties.md:64 — 「所入车道队列 P0/P1 开着时,无解锁对象的 p2/p3 tooling 卡同样关。」 becomes 「所入车道队列 P0/P1 开着(= 未派发,在飞不算)时,无解锁对象的 p2/p3 tooling 卡同样关。」 (87 → 113 bytes).
  • .claude/skills/pm-dispatch/SKILL.md:112 — the tooling label row: 「四具名读者 = 候选查询排除、首触即关、舰队一张在飞、普查半态行」 becomes 「三具名读者 = 候选查询排除、首触即关、普查半态行」 (row 227 → 206 bytes; pin 342). The four-axis frame block (:240-:260) is untouched; check:skill-frame-sync is green.
  • scripts/pm/ensure-pm-labels.sh:282-289 — the tooling label's provenance comment mirrored the SKILL.md row ("Four named consumers … the fleet-wide one-tooling-card-in-flight count"); it now names the three that remain and says why there is no fleet count. Comment only: the label description (the Unblocks: / named-surface ENTRY condition) is unchanged. This file is outside the claim comment's named surface and inside the dispatch order's census clause ("whatever item 2's census finds inside scripts/pm/**"); declared here and in the report.

Census (dispatch item 2)

Trees: .claude/**, AGENTS.md, scripts/pm/**, scripts/*.mjs, read at 3693a1b50 (my base: 013f97df9 plus the merges since, none of which touched these files — git log 013f97df9..3693a1b50 over the five files is empty).

Named queries (grep -rnE): 一张在飞 1 · 舰队至多 1 · 第二张等 1 · tooling slot 0 · one tooling 0 · at most one .tooling 0 — the hits are SKILL.md:112 and execution-duties.md:22 (matched twice), both retired here.

Widened spellings: one-tooling 1 · in-flight count 1 · dispatched fleet-wide 1 · fleet-wide 22 (2 near tooling) · 名额 0 · 第二张 3 (2 unrelated: dispatch-runbook.md:160, spec-property-retirement/SKILL.md:189).

  • scripts/pm/ensure-pm-labels.sh:286 — retired (above).
  • scripts/pm/check-skill-line-ratchet.mjs:346-347 — "at most one tooling card is dispatched fleet-wide; and tooling becomes a first-touch label with four named readers": the provenance comment of a past ruled ceiling raise, recording what that raise paid for. History, not an operative rule; left as is.
  • AGENTS.md: 0 hits on every query; not edited.

Item 3 — where the Unblocks: priority inheritance lives

  • docs/NORTH-STAR.md:114, 优先级 rule 3: 「…解锁产品 P0/P1 的仪器卡沿链继承其优先级。」
  • execution-duties.md:44: 「阻塞项在飞 ⇒ 等:pm:blocking 在其车道排最前、等待者写该卡;p0/p1 优先级沿链传递。」
  • (a third: references/dispatch-runbook.md:162 「父卡 p0/p1 ⇒ 阻塞卡同笔升同级,沿链重复。」)

Both named homes carry it, so :22 went whole.

NORTH-STAR (item 8)

Rule 3 reads 「本车道队列还有开放的 P0/P1 时,该车道不派 p2/p3 的工具卡、契约卫生卡」. The skill lines now say 开放 = 未派发 and 在飞不算 — an execution of 开放 (a card in development is no longer open in the queue), not a contradiction of it. docs/NORTH-STAR.md is not edited (Tier H).

Line readings (item 6)

file lines before lines after ceiling widest table row (pin)
.claude/skills/pm-dispatch/SKILL.md 319 319 319 342 → 342 (342); the edited row 227 → 206
.claude/skills/pm-dispatch/references/execution-duties.md 183 183 183 0 (0)
.claude/skills/pm-dispatch/references/triage-duties.md 120 120 120 0 (0)

Net 0 per file; no untouched line re-wrapped; no ceiling row moved — check-skill-line-ratchet.mjs judges at-most ("over the ceiling ⇒ red") and only prints a hint on headroom, and every file still sits at headroom 0, so there is nothing to lower. The changed non-table lines are 113 and 113 bytes against the 120-byte per-line budget.

Gates (local, at 2f2869206)

Derived with node scripts/pm/dispatch-gates.mjs --commands (no paths; the change set from the merge base): 36 families — the dispatch's 21 at 013f97df9 plus 15 scripts/** families pulled in by ensure-pm-labels.sh. All 36 run, all exit 0, exit codes recorded per line; reconciled with --ran: ✓ dispatch-gates --ran: 36 derived famil(ies) accounted for — 36 run, 0 NOT-MEASURED (a DERIVED zero — all 36 recorded an exit code and none of them is 3).

Verdict lines of the load-bearing ones:

  • ✓ check-skill-line-ratchet: .claude/skills/pm-dispatch/references/execution-duties.md is 183 lines (ceiling 183; headroom 0). · …/triage-duties.md is 120 lines (ceiling 120; headroom 0). · …/SKILL.md is 319 lines (ceiling 319; headroom 0). · …/SKILL.md: widest table row is 342 bytes (pin 342; headroom 0).
  • ✓ check-skill-frame-sync: the one declared copy of the decision frame is internally coherent (.claude/skills/pm-dispatch/SKILL.md; …)
  • ✓ check-skill-id-lint: 34 file(s) clean (pattern /#[0-9]{3,}/g).
  • ✓ check-governed-prose: 2 instruction surface(s) name all 6 registered governed surfaces (…) and claim no others.
  • ✓ check-half-states self-test: 4912 cases pass.
  • ✓ check:doc-formula-expressions: 22 record-scoped formula example(s) across 458 files / 1382 TS blocks judged clean by @objectstack/formula. — after pnpm --filter '@objectstack/lint...' build under os-verify-lock.sh (VERDICT command-exit 0 · held the lock 93s · waited 0s).
  • Control-character self-scan of the four files: clean (grep exit 1); pnpm check:nul-bytes exit 0.

CI-measured only: check-governed-queue-guard (reads the workflow event payload).

Acceptance notes

  • Stale fourth reader (dispatch item 4). SKILL.md:112 names 普查半态行 as a reader of tooling; grep -n tooling scripts/pm/check-half-states.mjs finds nothing (exit 1): none of its rows reads the tooling label, and Unblocks appears in that file only inside test fixture text. The row keeps 普查半态行 among the three named readers, as the order says; whether a half-state row for a tooling card open in pm:queue with neither line should exist, or the reader should leave the row, is a second question for the seat. carrier: the seat reviewing this PR; noted, not filed.
  • ensure-pm-labels.sh:287-288 makes the same claim ("the census / half-state patrol, for which a tooling card open in pm:queue with neither line is a half-state"); left as is for the same reason.

Changeset

.claude/** ships in no package's files[]; scripts/pm/** is repo tooling and publishes nothing. No changeset; the seat applies skip-changeset.

… undispatched

The take-order alone sequences tooling cards. A lane's open P0/P1 that holds
its p2/p3 tooling cards back is one still in the queue, undispatched; an
in-flight P0/P1 holds nothing back. The Unblocks inheritance keeps its other
homes (NORTH-STAR priority rule 3, execution-duties chain clause).

…list

The label's provenance comment mirrored the SKILL.md tooling row's four
named readers; the fleet-wide one-tooling-card-in-flight count is retired,
so the comment names the three that remain.

Local-runs: none

Inputs read: card #20957 (body; comments 5921125191 claim, 5921492175 os-dev-report), PR #20967 (body, 4-file list, API diff — byte-equal to the seat's pr.diff), the head's check-runs (two polls, 23:2xZ and 23:35:37Z), and the repository at the head and at origin/main (d7b981769; merge-base with the head 3693a1b50, as the report states). git diff origin/main...head equals the API diff; a two-dot diff against current main is identical for the four files, and no judged file (SKILL.md, execution-duties.md, triage-duties.md, ensure-pm-labels.sh, AGENTS.md, docs/NORTH-STAR.md rule 3, check-skill-line-ratchet.mjs, check-half-states.mjs) moved on main since the merge-base (the one NORTH-STAR.md commit since, c1602ba42, adds a feature line at :43; the 优先级 block is byte-identical at merge-base, main and head).

Check-runs on the head (35 at 23:35:37Z): 22 success · 11 skipped · 1 in_progress · 1 failure.

  • Lint & Repo Gates 110142731828 — in_progress (started 23:22:18Z). Per .github/workflows/lint.yml at the head this is the job that runs check:pm-skill-ratchet (:925), check:pm-skill-id-lint (:933), check:pm-label-desc-cap (:946), check:pm-half-states (:1270), check:pm-governed-prose (:1607) and check:skill-frame-sync (:5626) — the load-bearing derived families for this diff. Not concluded at review time; this record's mechanical pins in ①(f) were read off the head directly and agree with what that job measures, but its conclusion is CI's to give, and the landing waits for it.
  • Check Changeset 110142726303 — failure, suite 99647239023, 23:22:18Z → 23:24:14Z: predates the skip-changeset label. The same job on the same head, 110144053166, suite 99648333290, ran at 23:27:00Z and is skipped (PR updated_at 23:27:01Z). The failure is stale; the later run governs.
  • Everything else success or skipped, including Governed Surface Queue Guard 110142726584 (the one CI-only family the report names), the four card/branch/single-writer guards, Test Core 1–6 (1/6 completed success at 23:32:51Z, after the first poll) and the four Type Check jobs.

① Derived judgments

The diff edits governed Tier S rule text: three files under .claude/skills/pm-dispatch/ at net 0 lines each, plus one comment block in scripts/pm/ensure-pm-labels.sh (+5/−4, every changed line begins with #). The ruling executed is the maintainer's three messages, quoted verbatim in the card body and the PR body; each statement the diff makes or removes is judged against them and against the repository.

(a) execution-duties.md:22 deleted whole — 「舰队至多一张 tooling 卡带 pm:dispatched,第二张等;带 Unblocks: 者继承产品级不计数。」 Message 2 (「或者简单点,直接撤掉这个规矩,只要优先派高优先级的卡片就可以」) retires the slot; the first half and the 「不计数」 of the second half die with it. The priority inheritance of an Unblocks: card is verified to have homes the seats read, at main and unchanged at the head: docs/NORTH-STAR.md:115 rule 3 「…解锁产品 P0/P1 的仪器卡沿链继承其优先级。」 (the line execution-duties.md:44 orders every take to re-read: 「每次取卡现读」); execution-duties.md:43 (head numbering) 「阻塞项在飞 ⇒ 等:…;p0/p1 优先级沿链传递。」; references/dispatch-runbook.md:162 「父卡 p0/p1 ⇒ 阻塞卡同笔升同级,沿链重复。」. The card's item 1 condition ("if both carry it, the whole line goes") holds; no rule was lost. Observation only: the deleted clause said 「继承产品级」 at any level, the surviving homes state it for P0/P1; at p2/p3 the inheritance had no effect the take-order does not already give, since triage grades the instrument card by NORTH-STAR rules 1–3 and 标签序 ranks by the card's own label. Not a loss.

(b) The new execution-duties.md:45 and the rewritten triage-duties.md:64 — 「开放 = 未派发(无 pm:dispatched、无 assignee);在飞的 P0/P1 不挡任何候选,只余取卡全序。」 and 「所入车道队列 P0/P1 开着(= 未派发,在飞不算)时,无解锁对象的 p2/p3 tooling 卡同样关。」 Both execute message 1 (「…但p0p1已经在开发中时,不应该卡住其他卡的派发」): a P0/P1 in development holds nothing back. Against NORTH-STAR rule 3 「本车道队列还有开放的 P0/P1 时,该车道不派 p2/p3 的工具卡、契约卫生卡」: no contradiction — in the skill's own state model 队列 is the pm:queue label (SKILL.md:102 「open + 队列标签 + 无 assignee | 可派发」), and dispatch removes it in the same label write that adds pm:dispatched (SKILL.md:104 「与摘 pm:queue 同一次标签写入成对落地」), so a dispatched P0/P1 is no longer an item in the queue; 「开放 = 未派发」 is the state model's reading of NORTH-STAR's words, not a change to them. docs/NORTH-STAR.md is not in the diff. Every other line reading the same gate was searched at the head: git grep -n 'P0/P1' over .claude/skills/pm-dispatch hits only the three lines above (execution-duties.md:44, :45, triage-duties.md:64); p0/p1 hits only the two inheritance homes; lanes/*.md, seat-lifecycle.md, dispatch-runbook.md carry no P0/P1 gate; SKILL.md:116 priority:p0 row (「插队:可超 batch、破轮次立即派发…」) and SKILL.md 「优先级」 (:40–45, rule precedence) are untouched and not contradicted. On 「无 assignee」 as the second condition: it is right. The assignee is the claim marker (SKILL.md:103 「assignee 已设 | 已认领/在飞」; execution-duties.md:56 「卡 assignee 归 PM」) and pm:dispatched the label, written after the claim; a P0/P1 claimed but not yet labelled therefore already holds nothing back, which agrees with SKILL.md:103 and with the candidate definition at execution-duties.md:10 「候选 = open、未 assign…」 — it closes the window between claim and label write rather than opening one. On a pm:blocked P0/P1 with no assignee: the six pm states are mutually exclusive (SKILL.md:121) and pm:blocked is 「选择期跳过」 (SKILL.md:107), so such a card is not in 本车道队列 and does not hold p2/p3 tooling cards back under :44's scoping — the seat's own claim comment read it that way (「Lane P0/P1: none open … (#20395, #18290 are pm:blocked)」). The new line's parenthetical, read on its own, names two negative conditions and not the state, so a literal reader could count a blocked P0/P1 as 开放; that is not a new rule (the sentence hangs under :44's 「本车道队列」 and the state model resolves it) and it is not the ruling's intent to idle a lane on a card nothing can dispatch. Finding for the seat (non-blocking): a later tightening of :45 to name the queue state explicitly (7 bytes of headroom under the 120-byte budget) would close the reading; not owed by this PR.

(c) SKILL.md:112 — 「四具名读者 = 候选查询排除、首触即关、舰队一张在飞、普查半态行」 becomes 「三具名读者 = 候选查询排除、首触即关、普查半态行」. Removing 舰队一张在飞 executes message 2. Of the three kept: 候选查询排除 exists (execution-duties.md:10 「⛔ 排除两行皆无的 tooling 卡」); 首触即关 exists (triage-duties.md:63–64); 普查半态行 does not exist anywhere at main or at the head. Verified: check-half-states.mjs — its predicate roster H1–H28 (and the later rows to H59) has no row on the tooling label; git grep -n -i tooling origin/main -- scripts/pm 'scripts/*.mjs' hits only test fixtures in close-cards.mjs and sweep-stale-finding.mjs, the ratchet's provenance comment and the ensure-pm-labels.sh comment; Unblocks appears in check-half-states.mjs only in fixture text (:2026, :24088); no census script (sweep-stale-finding.mjs, sweep-closed-cards.mjs, board-snapshot.mjs, changeset-deadline-census.mjs) reads the label; and the skill itself has no half-state line about a tooling card with neither line (半态|半状态|两行 over the skill: none about tooling). So the governed row at the head names one reader nothing implements. This is not introduced by the PR — the row was already false at main by the same reader, one wider — and the card's item 2 ordered exactly this handling (「Measure the fourth reader … report it under the PR's ## Acceptance notes; ⛔ do not widen this PR to it」), which the dev did. Not a FAIL. Finding the seat carries (NORTH-STAR rule 4: 「写给 AI 的文档与 skills 说错一句,等于产品缺陷」): either add the half-state row (a tooling card open in pm:queue carrying neither an Unblocks: #N line nor a named surface) to check-half-states.mjs, or drop 普查半态行 from SKILL.md:112 and the matching clause at ensure-pm-labels.sh:286–287 in one write. The dev named the seat as carrier and did not file; the seat should file or fix it in its own round.

(d) Message 2 in full — 「只要优先派高优先级的卡片就可以」. At the head the only sequencing of tooling cards is the take-order at execution-duties.md:46–47 (取卡全序: 维护者直派插队卡, then 契约面卡, then 标签序; 标签序 priority:p0 first, then pm:blocking, 功能点位次, target:, p1, p2, p3, 无级) — no other line caps, counts or queues a tooling card fleet-wide. Two conditions on tooling cards remain that are not sequencing and that the ruling did not name, and the record says so: the ENTRY condition — a tooling card enters pm:queue only with an Unblocks: #N line or a named published surface (triage-duties.md:34; the candidate exclusion at execution-duties.md:10; the label description in ensure-pm-labels.sh:297) — which the card's "What does not change" keeps; and the lane P0/P1 HOLD of NORTH-STAR rule 3 itself (Tier H, unchanged), now read as undispatched-only. Also noted: SKILL.md:117 area:* row 「同轴至多一个在飞,除非文件面不相交」 is a per-axis in-flight cap on every card, not a tooling rule and not the retired one; leaving it is right and it is outside the ruling.

(e) scripts/pm/ensure-pm-labels.sh:282–289 — consistent with the new row: three consumers (candidate query, first-touch close, census/half-state patrol) and the explicit negation 「(No fleet-wide in-flight count: the take-order alone sequences tooling cards.)」. The gh label create tooling … -d "…" line is byte-identical to main (moved :296 → :297 by the comment's +1 line); check:pm-label-desc-cap unaffected. Comment only, verified by filtering the diff for changed non-# lines: none. Cosmetic: the re-wrap leaves :289 as a short orphan (# five-repo loop on the rule stated); no rule. The comment's patrol clause restates the unimplemented reader of (c) — same finding, same fix.

(f) Mechanical pins, read at the head. Line counts wc -l: SKILL.md 319, execution-duties.md 183, triage-duties.md 120 — equal at merge-base, main and head; ceilings in check-skill-line-ratchet.mjs 319 (:374) / 183 (:1234) / 120 (:1233); headroom 0 each; net 0 per file. MAX_LINE_BYTES = 120 (:2251), table rows exempt but metered by the per-file pin (:2293, :2537): the changed non-table lines are 113 B (execution-duties.md:45) and 113 B (triage-duties.md:64, was 87); a scan of every non-table, non-fenced line in the three files finds none over 120 B at the head (none at main either). Widest SKILL.md table row: 342 B at L162 at both main and head (pin 342 at :1986, headroom 0); the edited :112 row is 206 B (was 227). The two reference files carry pin 0 and no table row; the diff adds none. No untouched line re-wrapped: SKILL.md and triage-duties.md each show one hunk replacing one line; execution-duties.md shows the :22 deletion and the one insertion after old :45, nothing else. The four-axis frame block (SKILL.md 「升级与决策」, the block at :240–260 beginning 「**每个方案必须沿四条固定评估轴分析…」) is byte-identical between main and head (equal sha256 for :240–260 and for the whole :211–276 section). No #NNN in any added line of the four files (check:pm-skill-id-lint pattern). AGENTS.md untouched (not in the diff; identical main vs head). check-skill-line-ratchet.mjs untouched.

(g) Census re-run at the head over .claude/**, AGENTS.md, scripts/pm/**, scripts/*.mjs: 一张在飞 0 · 舰队至多 0 · 第二张等 0 · tooling slot 0 · one tooling 0 · at most one .tooling 0 · one-tooling 0 · 名额 0 · 第二张 2 (both unrelated: dispatch-runbook.md:160, spec-property-retirement/SKILL.md:189; the report's 3 at the merge-base included the retired :22) · in-flight count 1 (ensure-pm-labels.sh:288, the negation written by this PR) · dispatched fleet-wide 1 and one tooling card 1 (both check-skill-line-ratchet.mjs:346) · fleet-wide 22, of which 1 on a line naming tooling (the same :346). The :346–347 hit is a provenance comment inside a CEILINGS map entry recording what a past ruled raise (813 → 819) paid for; it narrates history, no seat reads it as a rule, and the claim allowed that file only for lowering a ceiling row — leaving it is right. No operative restatement of the retired rule survives at the head.

② Semver level

None. The diff touches .claude/skills/pm-dispatch/** and a comment in scripts/pm/ensure-pm-labels.sh; no package.json files[] in the tree names .claude or scripts/pm (the only scripts/pm mentions are root scripts entries; the root package is private: true with no files[]), so nothing published changes. skip-changeset on the PR is the seat's label and is right; Check Changeset re-ran skipped after it. Clause-②: no is right — no contract accept/reject behaviour, no public surface; the GitHub label object's description is unchanged.

③ Boundary flags

Every deviation the report (5921492175) declares is answered:

  1. ensure-pm-labels.sh edited outside the claim's named surface (claim 5921125191: 「⛔ no other script」) but inside the card's item 4 (「Re-read .claude/**, AGENTS.md and scripts/pm/** for any other restatement … and retire it in the same PR」). The card is the ruling's carrier and names scripts/pm/** and "the same PR"; the claim's surface was the seat's narrower list. A comment-only rewrite of a restated rule belongs in this PR and does not widen it: no behaviour, no description string, no label object changes (verified in ①(e)). Accepted; dropping the commit as the dev offered would leave a restatement the card ordered retired.
  2. The reading on a line of its own under old :45 rather than in-line: old :45 is 111 B and the reading is 113 B on its own, so an in-line form would break the 120-byte budget; it is paid from the line :22 freed, net 0, no re-wrap. Accepted — the card's budget rule (net ≤ 0, ⛔ no re-wrap, ⛔ no ceiling raise) is met and the sketch's "in-line" was not a rule.
  3. No ratchet row lowered. Judged from the script: the line verdict is at-most (lineCount over maxLines reds, :2086; the headroom hint prints only above 120 lines, :2602–2603) and the row-pin verdict is at-most (widest over pin reds, :2537; any slack prints a hint, :2590–2592). All three files stand at headroom 0, so there was nothing to lower; the claim's conditional did not fire. Accepted.
  4. First commit's trailer amended before publication. scripts/check-commit-card-trailers.mjs declares the co-author value model-free (DECLARED_COAUTHOR, :300) and refuses an id-form model name in the pair (MODEL_ID_FORM, :320) at pre-push. Both published commits (64891eb97, 2f2869206) carry the declared pair (the model-free co-author line and Claude-Session: https://claude.ai/code/session_01KTZmMfzVzjNvyaLyQ8mHvg) and no card trailer; the branch is those two commits, so no published history was rewritten. Accepted — the hook doing its job.
  5. Bot labels documentation, size/s: Auto Label 110142822697 success at 23:22:37–23:22:53Z, the path and size labelers; not the dev's. Accepted.
  6. mcp_calls: 0 / api_writes: 2 against the threads: the PR thread has zero comments; the PR object (author objectstack-fleet[bot], created 23:22:11Z) is write 1 (pr_create); the card thread has exactly two comments — the seat's claim 5921125191 (22:55:00Z) and the dev's os-dev-report 5921492175 (23:24:31Z), write 2. PR assignee is os-warren, the card's assignee and the seat's account; the skip-changeset label's application is bracketed by the second check suite 99648333290 at 23:27:00Z and PR updated_at 23:27:01Z, after the dev's report — consistent with the seat's write, not the dev's. Three git pushes are not REST writes. Nothing in the inputs contradicts the report's counts. Accepted.

Open for the seat (not blocking this verdict): the 普查半态行 reader of ①(c)/(e), and the optional queue-state tightening of ①(b). open_questions in the report is empty and stays empty.
