Adds ADR-0063, settling the platform agent model and superseding ADR-0040 §3/§4.

Decision: the kernel keeps exactly two platform-owned agent shells, split by what they mutate:

shell mutates packaging
ask (Claude-Chat analogue) records open-source · free (@objectstack/service-ai)
build (Claude-Code analogue) metadata cloud-only · paid (../cloud/service-ai-studio)

Everything else — domain depth, persona, playbooks, external reach — is a skill (+ tools/MCP). Third parties extend via *.skill.ts, never *.agent.ts. ADR-0040's 'custom agents are a builder feature' is withdrawn.

Why: the platform is metadata-driven so the domain ontology is already shared with ask for free (a custom agent to 'teach the industry' is a category error — the leftover is a skill); skills compose and scale, agents don't (Claude Code is hugely capable with zero user-authored agents); the records-vs-metadata seam carries the architectural, governance, and commercial boundary on one cut.

Contents: two-shell table · skills+tools/MCP as the only third-party primitive · skill→shell affinity (surface: ask|build|both) · naming (ask/build canonical, data_chat/metadata_assistant silent aliases) · tier-aware routing · cleanup checklist (tracked as a separate issue).

Docs-only; no code changes.

…rd-party extension primitive

Supersedes ADR-0040 §3/§4: withdraws tenant-authored custom agents; the
extension primitive is *.skill.ts (+ tools/MCP). Two platform-owned shells
split by what they mutate — ask (records, OSS/free) and build (metadata,
cloud/paid) — carrying the architecture, governance, and commercial line on
one seam. Adds skill->shell affinity contract, intent-verb naming (ask/build
canonical; data_chat/metadata_assistant as silent aliases), and tier-aware
routing.

…64 tool scoping (#2167)

Reverses ADR-0040's unified single-assistant core (merged first cut of
ADR-0063 in #2164 kept it). ask and build are two products for different
needs — like Claude Chat vs Claude Code — bound by the surface the user is
in, not a per-turn intent classifier or a roster. Keeps ADR-0040's "user
never picks", re-grounded as surface binding.

- ADR-0063 (revised): two agents (ask ≈ Chat, free/OSS; build ≈ Code,
paid/cloud); skills (+tools/MCP) are the only third-party extension
primitive; *.agent.ts closed to third parties; skill→agent surface
  affinity; ask/build canonical naming; supersedes ADR-0040 core + §3.
- ADR-0064 (new): tool scoping — an agent's tools = the union of its
skills' tools; remove the global fall-through; resolves ADR-0040 §4.
- Assessment: four-repo touchpoint inventory + findings that drove D2.
