Scope sign-off for the ruflo mod manager. ADRs only; the implementation follows as a stacked draft PR.

Base is `fix/mods-install-marketplace` (#3612), not `main`. ADR-407 reuses #3612's `install.ts`, `plugin-resolve.ts` and `plugin-repair.ts`, and the implementation's `mods-manage.ts` imports them. Those exist only on #3612 until it merges. Retarget to `main` once #3612 lands.
