BUG: specs submodule updates are not working #885

Please describe the bug or issue including how to reproduce it.

dependabot is not picking up the submodules, something is still off with the cooldown. I'm opening an issue as I cannot dive into it right now

Add any other context about the problem here, screenshots, etc.
