PHP 7.4 CI fails downloading Debian packages #48
Description
What
Recent E2E runs fail during wp-env start for every PHP 7.4 matrix entry. The WordPress container cannot download Debian Bullseye packages, including libc-dev-bin, because its security repository returns HTTP 404. The plugin tests never run; PHP 8.5 jobs pass.
Why
This blocks CI on unrelated pull requests and leaves the lowest supported PHP version untested.
