Support recursive "Visibility in Graph" filtering for tag folders #2786

Currently, "Visibility in Graph" filtering is available for individual tags, but not for parent tag folders.

Please allow Include / Exclude / Unset on tag folders, applying the filter recursively to all descendant tags, including future tags under the same prefix.

The behavior should be consistent with branch folder filtering.
