Enable standard and free-threaded Python 3.15 wheel builds using NumPy 2.5.4.

• Build metadata: Set version to 1.13.0, pin the build dependency to NumPy 2.5.4, and add the Python 3.15 classifier.
• CI: Upgrade cibuildwheel to v4.3.2 and add Python 3.15 matrix entries:

  - {minor: 15, req_test: 'requirements-dev-3_15.txt', ft: '0'}
  - {minor: 15t, req_test: 'requirements-dev-3_15.txt', ft: '1'}

• Development requirements: Add requirements-dev-3_15.txt with NumPy 2.5.4.

• Fixes Build Python 3.15 wheels #227

Remove support for 3.10 and 3.11 in ci.yml matrix

In pyproject.toml, set requires-python = ">=3.12" and update classifiers.

Added the requested 1.13.0 release note to the README in commit $(git rev-parse --short HEAD). The entry describes Python 3.15/3.15t wheel builds and dropping 3.10/3.11 wheel builds.
